Major clubs like Corinthians FC, Flamengo FC, Palmeiras, and S\u00e3o Paulo FC are among the list of signatories asking for input.<\/p>\n<p>Bookmakers serving Brazil and who support the top 20 teams in the country operate from other jurisdictions because of the government\u2019s inability to regulate the platforms. If this changes, the soccer clubs want to receive a significant piece of the revenue.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Brazil_Losing_Millions_of_Dollars\"><\/span>Brazil Losing Millions of Dollars<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>In an interview with <em>Globo News<\/em> on Monday, Haddad reiterated that the sports betting tax could generate an annual revenue of BRL 12 to 15 billion (US$2.3 to 3 billion). That\u2019s twice the previous estimates.<\/p>\n<p><strong>Given that <a href=\"https:\/\/www.casino.org\/news\/sports-betting-legislation-in-sao-paulo-brazil-takes-a-step-forward\/\" rel=\"nofollow noopener\" target=\"_blank\">sports betting<\/a> isn\u2019t completely legal in Brazil, despite a presidential decree five years ago, all of that potential revenue is flowing out of the country. Attempts to correct the situation last year failed.<\/strong><\/p>\n<p>That decree gave the Ministry of Finance a four-year mandate, which ended on December 13, to introduce sports betting regulations. That day came and went without any progress.<\/p>\n<div class=\"callout\">\n<p>Now that Haddad is taking action, developing an economic strategy is going to require input from all levels of the betting industry. In their collective letter to the government, the clubs asserted that they need \u201cdirect participation in legislative discussions\u201d related to any regulation of sports betting.<\/p>\n<\/div>\n<p>This is partly because of the financial implication of <a href=\"https:\/\/www.casino.org\/news\/brazil-plans-to-tax-online-sports-betting-and-gambling-to-offset-income-tax-rates\/\" rel=\"nofollow noopener\" target=\"_blank\">the tax<\/a>, but also because of intellectual property (IP) concerns. The soccer clubs believe they deserve the opportunity to provide input on the regulations because the sportsbooks are using their IP in advertising and other marketing initiatives.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Show_Us_the_Money\"><\/span>Show Us the Money<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The Ministry of Finance knows what might be in store with the soccer teams asking to come to the table. It has already dealt with criticism from the Brazilian Football Confederation (CBF, for its Portuguese acronym) because of the tax plan.<\/p>\n<div class=\"callout\">\n<p>The CBF wants to receive a bigger portion of the revenue the government earns from the upcoming sports betting tax. The group pointed out that companies that authorize their brands for government-led lotteries receive 1.63% of the net revenue. The CBF wants at least 4% of the gross revenue.<\/p>\n<\/div>\n<p>There\u2019s still more work to be done before the tax arrives, and it won\u2019t be an easy job. Legislators still have to figure out how to regulate the industry as well, which is also causing issues.<\/p>\n<p>The provisional sports betting measure could prohibit betting sites from sponsoring soccer clubs, championships, or other sports entities if those operators don\u2019t have a headquarters in Brazil.
