But as the second-largest state in the country, it likely has a substantial illegal sports betting market. Likewise, Lt. Gov. Dan Patrick (R-TX) was strident in opposition to gaming expansion, and consistently said the votes weren\u2019t there in the Senate to advance sports wagering.<\/p>\n<\/div>\n<p>Obviously, he was correct in that prognostication, because the subject wasn\u2019t even brought to the Senate floor in the waning days of the state\u2019s legislative session.<\/p>\n<p><strong>Because of the fact that sports betting requires a constitutional amendment, which would be decided by Texas voters, the issue must be approved by two-thirds majorities in the state House and Senate. That bar was cleared in the House. However, the odds of success rest heavily with the political environment \u2014 namely, Patrick\u2019s ambitions to potentially seek higher office in 2026.
